
Jiangsu Delong Nickel Industry Co., one of the world’s largest stainless steel producers, is facing bankruptcy reorganization due to severe financial distress. The company’s financial troubles have culminated in a series of legal and economic challenges that have drawn significant attention from creditors and the broader commodities market.
Background and Expansion Efforts
Founded in 2010, Jiangsu Delong Nickel Industry Co. operates a major electric arc furnace (EAF) steel plant in Yancheng, Jiangsu Province. The company has been a significant player in the global stainless steel market, with a production capacity that was recently expanded. In February 2022, the company completed the second phase of its expansion project, adding two 85-tonne high-power electric arc furnaces, increasing its production capacity from 1.12 million tons to 2.47 million tons per year.
In addition to its domestic operations, Jiangsu Delong has invested heavily in international projects, notably the Delong Industrial Park in Sulawesi, Indonesia. This industrial park, part of China’s Belt and Road Initiative, includes facilities for nickel-iron and stainless steel production. The third phase of this project, which aims to produce 1.8 million tons of ferronickel annually, underscores the company’s ambitious growth strategy.

Financial Troubles and Creditor Actions
Despite its expansion efforts, Jiangsu Delong has been grappling with substantial debt. On July 25, 2024, a creditor filed for bankruptcy restructuring of Jiangsu Delong and its affiliated companies. The Xiangshui County People’s Court in Jiangsu Province is currently reviewing the application, which involves complex legal relationships and a large number of creditors[2]. Since July 2, 2024, ownership stakes worth more than 2 billion yuan ($276.54 million) in Delong’s subsidiaries have been frozen by courts in Shanghai and Xiamen.
The financial instability of Jiangsu Delong has also impacted other major players in the commodities market. Xiamen Xiangyu Co., a leading commodity trader, has been particularly affected due to its close business ties with Delong. The state-owned parent group of Xiamen Xiangyu has had to step in to manage claims related to Delong’s debt, highlighting the broader economic ramifications of Delong’s financial woes.
Legal Proceedings and Future Outlook
The Xiangshui County People’s Court has initiated the process to pre-appoint administrators for Jiangsu Delong and three other related firms in anticipation of potential bankruptcy proceedings. The court’s decision on whether to accept the bankruptcy and reorganization cases is still pending. The outcome of these proceedings will be crucial in determining the future of Jiangsu Delong and its ability to navigate its current financial crisis.
